Statewide Planning Bureau

The Office of Planning, Policy and Performance includes two bureaus: the Statewide Policy and Performance Bureau (SPPB) and the Statewide Planning Bureau (SPB). The two bureaus work together to help ensure that New York’s long term transportation decisions are data-informed and supportive of community needs.

The Statewide Policy and Performance Bureau provides policy research, development, technical support, guidance and analysis. The Bureau’s focus areas include data acquisition, freight and good movement, and multi-modal strategies. SPPB supports various NYSDOT program areas, MPOs and other transportation stakeholders. 

The Statewide Planning Bureau is responsible for NYSDOT’s coordinated and balanced statewide transportation planning process, as mandated by Federal transportation law, and plays a key role in shaping NYSDOT’s policies and priorities for transportation investments.  SPB has a broad functional scope, providing policy research, development, technical assistance and guidance for compliance with relevant state and federal laws to various NYSDOT program areas, MPOs, local officials in rural areas, and other transportation stakeholders. 

Specific SPB tasks include the development of several federally mandated transportation plans and state required modal plans, along with other manuals and guidance that shape NYSDOT’s policies and priorities for transportation investments.
