What is Travel Corridor Unit Management Planning?

Travel corridor unit management planning in the Adirondack Park is a process used by state agencies who share statutory responsibility for state highway travel corridors within the Park to coordinate and integrate activities.  It establishes a framework to develop concepts, guidelines and directives for safe and effective operation of the transportation system while supporting the Park’s natural character, beauty and sensitive resources.

What is a Travel Corridor?

“Travel corridor” is one of nine basic state land classifications in The Adirondack Park State Land Master Plan (APSLMP) for which the plan puts forth guidelines and criteria.  The APLSMP identified twenty-eight (28) state highway travel corridors within the Adirondack Park.  It describes a “Travel Corridor” as:

...that strip of land constituting the roadbed and right-of-way for state and interstate highways in the Adirondack Park, the Remsen to Lake Placid railroad right-of-way, and those state lands immediately adjacent to and visible from these facilities.”

What is a Travel Corridor Unit Management Plan?

A Travel Corridor Unit Management Plan (TCUMP) is the outcome of the planning process described above – a document that, consistent with the APSLMP’s guidelines and criteria, serves as an action plan for a state highway travel corridor. TCUMPs will discuss, but not be limited to:

  • Transportation activities which could affect adjacent non-state properties
  • Development of partnerships with adjacent property owners and communities to progress the intent of the APSLMP
  • Park-like character
  • Carrying capacity and management objectives for adjacent lands open to the public
  • Travel corridor characteristics or considerations that cross jurisdictional boundaries.

The Adirondack Park TCUMP

The TCUMP for the Adirondack Park consists of (2) volumes:

  • Volume I

    The Master Plan provides an overview of the process, describes the context, goals, policies, and management criteria characteristic of, and universally applicable, to all Adirondack Park travel corridors. Volume I identifies a series of goals and implementation actions necessary to support the overall vision (contingent on availability of resources and funding).

  • Volume II (Future)

    Volume II will consist of individual Corridor Unit Management Plans for each of the twenty-eight (28) state highways in the Adirondack Park. Each plan will develop specific management objectives based on inventories of physical, biological, contextual and manmade features unique to each travel corridor and based on the Master Plan established by Volume I.  Each Corridor Unit Management Plan will establish specific actions for each of the twenty-eight (28) state highways..
