Following the scoping sessions held in fall of 2010, the Project Team has been conducting engineering and environmental studies of project alternatives. This has culminated in the production of the Draft Environmental Impact Statement (DEIS) which outlines the feasible alternatives that will improve passenger rail service between New York City and Niagara Falls.
Six public hearings were held across the State between March 4, 2014 and March 12, 2014 in Albany, Syracuse, Buffalo, Rochester, Utica, and Poughkeepsie. Please note the DEIS public comment period is now closed. Public comments were accepted through Wednesday, April 30, 2014. All oral and written comments received during the comment period will be addressed in the Tier 1 Final EIS, which will identify the preferred alternative for the program.
With consideration of the public input NYSDOT receives through testimony given at the public hearings and other written comments, NYSDOT will recommend a preferred alternative and prepare the Final Environmental Impact Statement (FEIS). Following completion of the FEIS, the Federal Railroad Administration (FRA) will have sufficient information with which to issue its Record of Decision (ROD) for the project. The ROD and recommendations will include specific improvement projects that may be analyzed further in Tier 2.
