Electronic Payment Guidelines

The Electronic Funds Transfer (EFT) process is expected to be mandatory unless payment by check is expressly authorized solely by the Commissioner due to extenuating circumstances. Municipalities and other eligible Sponsors will be required to receive both Federal Aid and State reimbursements via the State Comptroller/Treasury. Separate registration is required for each payor. Scheduled payments will be transferred directly into the Payee's bank account via EFT, eliminating the need for handling checks.  Links to each of these registration processes, including the necessary EFT authorization forms are provided below.

Payments by EFT

  • Sponsors will receive payments by EFT through the Automated Clearinghouse (ACH) rather than directly by check.
  • Benefits to the EFT payment are:
    • it's easy because it eliminates lost or misdirected checks and time-consuming handling of checks;
    • it's fast because funds are transferred directly to your bank account and are immediately available;
    • it's secure because it uses the Automated Clearinghouse (ACH) network and supplements internal controls; and
    • it provides timely e-mail notification in advance of when the payment will be credited to your account.

  • All Municipal Payee Organizations are encouraged to register for an EFT process.
  • Once a Payee is approved for the EFT process, payments for all programs will be paid by EFT.
  • All funds will be deposited to the bank or credit union routing number and account number provided.
  • If a situation arises that does not allow processing via EFT, the Payee will be notified prior to the payment.
