Wildlife

Migratory Birds Presidential EO 13186 - Responsibilities of Federal Agencies to Protect Migratory Birds. Note that NYSDOT is not required to enter into a MOU as the Order reads. The Order does direct Federal agencies to develop an MOU with FWS to promote bird conservation. However, Federal-aid projects are not affected by this Order because actions delegated to or assumed by non-federal entities (DOT) or carried out by non-federal entities (DOT) with Federal assistance, are not subject to the Order.
